Why it exists
Mistral was founded in Paris in spring 2023 by three researchers in their early thirties — two from Meta's Llama team, one from DeepMind — and raised a €105 million seed round on a pitch deck before it had a product. The argument was geopolitical as much as technical: if Europe has no frontier lab, European institutions end up renting their intelligence from American and Chinese ones.
The technical answer was to be smaller and smarter rather than bigger. Mistral 7B, released under Apache 2.0 three months in, beat models twice its size and could run on a single consumer GPU. Mixtral brought the mixture-of-experts idea to open weights and made cheap inference the house style.
That position — open where it can be, sovereign by design, efficient by necessity — is what this titan brings to the council. It is the one that talks about who controls the technology rather than only about what it can do.
